Balneario is the spot right in Tarifa beside the island.
It can be used with both onshore and off shore wind - though you MUST know what you are doing in off-shore wind as it is dangerous.
The Balneario is a very long beach of fine sand. Gets really packed in summertime.

This kite spot is right in town. Walk from the town down towards the island - as you walk see the road going over to the island - its on the right.

Beach rules:

This beach cannot be surfed in the summer months - from 15th June until end September. Way too crowded.

Weather:

Sun most of the year - never below 16 degrees - even in winter - summer is warm. There is wind most days due to the Gibraltar straight. Spring and autumn average air temp 21-23°C. Average water temp 17-20°C. Use a shorty or longsleeve depending on the weather. In summer just boardshorts but U.V.A. recomended. In winter a full wetsuit is necessary (air 15°C, water 14°C).

The wind either comes Poniente (From the West, steady 2-5 bft) or Levante (From the East, gusty 5-9 bft) at around 50% each. The wind will either be onshore or offshore.Take care with off shore.
On shore can bring big rolling waves - but if the wind has brought waves from the west - and changes to off shore - you can get tubes.
