Muskegon has a great beach and great wind. This is perhaps the most consistently windy spot on Lake Michigan. Good riding from April thru December. On Summer weekends and holidays the beach can be crowded with beach-goers, so be very careful with your kites, always be polite and respectful of others...and please don't mess up a good thing! Plus, make sure you have the proper wetsuit...the water can be 70 degrees one day and 50 degrees the next, even in the middle of summer.
